Do they have a licence to put up this sign; or, are they a part of the scofflaw billboard advertizing business in Toronto, that impinges on public space and refuses to comply with City of Toronto By-Law requirements to obtain permission before contributing to our urban visual blight?

Freedom of 'commercial' expression is modestly circumscribed.
