Took a few moments for my weakening eyes to figure out that this was a hoarding with a picture of what I assume are planned port facilities. At first it looked like a collapsed building, which is funny. what the huge pile behind is a question unsolved.

Maybe it's aggrandizing, but if I squint I can make the clouds read "CHRI".

Anyone remember? You could see the big white cover held up by air pressure from Q.Q.
