I'd guess that's a fire house tower with the clock. Sure a pleasing design. Too bad city planning was so bad it's buried in that less than lovely building. Despite 9 years in Toronto in the 60's I never noticed that tower.
Again your quick eye catches a human weakness.

It is the top of the old St. Charles Tavern, a focal point for the gay community in the 1970's. The Canadian Lesbian and Gay community operates an amazing archive web site at http://www.clga.ca/
It's the kind of archive every city/neghbourhood should have.
